Greetings District Champs & Runner-ups
West Virginia District 6, along with Hedgesville Little League and Martinsburg Little League would like to welcome you to the 2017 WV State 9-11 Baseball Tournament, located in the Eastern Panhandle. This tournament will determine a STATE CHAMPION that will advance to the Tournament of Champions in Greenville, NC with a report date of July 28, 2017.
Tournament competition should be a memorable and special experience for each participant. Win or lose, we believe this tournament, conducted with strong emphasis on sportsmanship, teamwork, and competitive spirit, will contribute to the continued growth and development of each participant.
Parents, coaches and volunteers are enriched by the experience of having contributed to the character development of the youth of their community. Everyone involved in Little League this season will form memories that will last a lifetime.

IMMEDIATE ATTENTION REQUIRED
Immediately upon determining a representative from your District Tournament, please do the following:
1. Direct the manager or a representative to contact Sarah Cooper at 240-217-4307 (phone or text) or e-mail [email protected] and let her know where you have made accommodations and any contact information for your league/team contact.
2. Complete the team roster and e-mail to [email protected] Please also include the following:
a. Include player names and numbers (see last page of this guide)
b. Black & White photo of your team along with names (for program)
c. Team Colors
d. Theme song (to be played for your team during opening ceremonies)
3. Tournaments shirts will be available at the tournament at a first come, first serve basis. If you’d like to pre-order, please send shirt sizes to [email protected]
The Tournament will be held between the Hedgesville Little League and Martinsburg Little League Baseball complexes in Hedgesville and Martinsburg, respectively, beginning on July 15th. (use 226 School House Dr, Hedgesville, WV or 126 Tavern Rd, Martinsburg, WV for your GPS)

5:00 – 7:30 pm – Welcome Picnic and Opening Ceremonies at HLL Baseball Complex (use 226 School House Dr. Hedgesville, WV 25427 for your GPS)
8:00 pm – District 6 will host the Pre-Tournament meeting. All Managers, Coaches, and Umpires to meet in the Hedgesville Little League Office.

Schedule of Events/Activities
Tournament Picnic
· A pre-tournament picnic and Opening Ceremonies will be held at the Hedgesville Little League Baseball Complex from 5:00 pm to 7:30 pm on Friday July 7th.
· Players, Managers, Coaches, League Presidents, District Administrators and working media are invited as VIP guests of Hedgesville Little League. All other individuals in each team’s traveling party are also invited to attend the picnic. For these guests, there will be a nominal fee of $5.00 for adults and children 12 and under can eat free. Please call, text /or e-mail Sarah Cooper by Monday July 3rd and give her an estimate on the number of people from your traveling party that will be attending our picnic. If your team will be unable to attend, please let us know that also.
Tournament Meeting
A pre-tournament meeting will be held at the Hedgesville Little League Office (second floor of the concession stand) All managers, coaches, and umpires MUST attend. All League Presidents and District Administrators are welcome to attend.
Home Teams
A coin toss between team representatives will determine home and visiting teams. This will be done at the pre-tournament meeting on Friday. Home teams occupy the 3rd base dugout and visiting teams will occupy the 1st base dugout. The visitors will take infield warm-up first. Each team will receive 10 minutes infield. There will be no batting practice prior to the game on the fields. Practice fields and batting cages will also be available.
Equipment for Tournament Teams
Tournament teams must furnish their own playing equipment. The Tournament Committee will provide softballs for the tournament games only! Only equipment approved by Little League Baseball, Inc. may be used in tournament games and practices. All helmets must meet NOCSAE standards and bear the NOCSAE stamp and required warning label. Assistance will be provided for equipment only in emergency situations. Coaches are not permitted to warm up pitchers. Catchers are required to wear a mask/throat protector at all times.
Official Scorekeeper
The Tournament Committee will provide an Official Scorekeeper for each game in the Press Box.
Social Media
We will be posting scores of games on the Hedgesville Little League Facebook page. Please advise your family members and friends back home to log on and become “friends” with HLL
Food Service
A concession stand will be open offering a variety of food and beverages at reasonable prices. Coolers will not be permitted at each tournament site. State Tournament T-shirts and other items will be for sale at the picnic and tournament.
Tournament and HLL Rules
· Absolutely No Alcoholic beverages will be permitted at the tournament sites.
· No OUTSIDE COOLERS for food will be permitted at the stadium.
· Water Coolers will be provided in each dugout for players.
· NO noisemakers of any kind will be permitted at any time. This includes plastic clappers, horns, and cowbells along with any other type of noisemaker. All noisemakers will be confiscated immediately.
· Hedgesville Little League Complex and Martinsburg Little League maintains a NO smoking policy inside the complex.
· Food is not allowed in the dugouts.
· Defacing of field property will result in removal from the facility.
· Harassment of players, umpires, League/District Officials or others will result in removal from the facility.
· Pepper or soft toss against fences will not be allowed.
· Helmets must be worn in batting cages.
Directions to the Fields
The tournament will be hosted by both Hedgesville and Martinsburg Little Leagues.
Directions to HLL Complex are: Exit 16w off I-81 towards Hedgesville. Go approx. 5 miles. At the 7-11, turn right onto School House Dr. The field will be on the right immediately following the elementary school. The field distance is 200 feet down the lines and in straight away center field.
Directions to MLL Complex are: Exit 14 off I-81 (Dry Run Rd exit. Make a right off the exit if traveling North on 81 and make a left off the exit if traveling South on 81.) This becomes Tavern rd. Go approximately 1 mile, through 4-way stop. The complex will be on your right side, Oatesdale Park. The field distance is 200 feet down both lines and 200 feet in straight away center field.
A double batting cage is available at both HLL and MLL Baseball Complexes.

Practice fields will be made available by Hedgesville LL.
